fix(admin api): optional catch-all routes for categories & blog-topics

Next.js 16 [...path] requires at least one segment — /admin/api/categories
returned 404. Switched to [[...path]] which matches both empty and nested
paths. Fixes 'Ошибка загрузки' on /admin/categories.
